So why didn't he vote against?

Now that it's a done deal, cabinet minister Yuli Edelstein comes out against the 'settlement freeze.'

Diaspora Affairs Minister, Yuli Edelstein (Likud) said in response to the cabinet's decision concerning freezing Yesha building that "the construction freeze means freezing births and marks a concession to the transfer of Jews seeking to settle the Land of Israel. This move will endanger the security of Israel and will not advance us one iota towards peace," he added.

So why didn't he vote against it?
