Nothing irritates Israeli Arabs more than talk of land and population swaps, and it’s interesting to see why.

The idea of a swap, promoted by Avigdor Lieberman’s Israel Beiteinu party, seems like a practical solution to a difficult problem.

Implementing a partition of the land from the Jordan River to the Mediterranean — the so-called two-state solution – by simply returning to the 1949 cease-fire lines would not be acceptable to Israel, and indeed very unfair. Since the Palestinians are not prepared to permit Jews to live in ‘Palestine’, all 350,000 Jewish residents of Judea and Samaria (for the purposes of this article, I’m ignoring the very difficult issue of Jerusalem) would have to be moved. Considering the difficulty and expense of evacuating 8,000 people from Gaza, this kind of population movement is unimaginable.

I am not going to belabor the irony that the Palestinians, who insist that Israel’s policy in the territories constitutes ‘racist apartheid’ find no difficulty themselves in proposing a racist apartheid state!

In any event, UN Security Council resolution 242, generally considered the legal foundation for the two-state solution, does not call for a reversion to the pre-1967 status quo. Rather, it says that in the framework of a peace agreement, Israel will return territories (but not all the territories — see here for interpretations by the original drafters of the resolution) to Arab control in return for an end of the conflict and “secure and recognized boundaries.” Since then many observers have pointed out that the 1949 lines are not at all secure.

An Arab member of the Knesset who goes all the way to the US and Canada to tell university students and professors that Israel is an apartheid state is not only a hypocrite and a liar, but is also causing huge damage to the interests of his own Arab voters and constituents.

If Israel were an apartheid state, what is this Arab doing in the Knesset? Doesn't apartheid mean that someone like this Knesset member would not, in the first place, even be permitted to run in an election?

Fortunately, Arab citizens can go to the same beaches, restaurants and shopping malls as Jews in this "apartheid" state. Moreover, they can run in any election and even have a minister in the government [Ghaleb Majadlah] for the first time.

In this "apartheid" state, the Arab community has a free media that many Palestinians in the West Bank and Gaza Strip envy. Ironically, an Arab newspaper in Nazareth or Haifa that is licensed by Israel enjoys more freedom than the media controlled by Hamas and Fatah, as well as most corrupt Arab dictatorships.

Ironically, this Knesset member who is complaining about apartheid enjoys more privileges than most Jews and Arabs in Israel. As a parliamentarian, he is entitled to do many things that an ordinary citizen cannot do, thanks largely to the immunity he enjoys as an elected official.

His parliamentary immunity allows him to enter areas that ordinary Jewish and Arab citizens do not have access to. This Knesset member, for example, travels to the Palestinian Authority-controlled territories which, for many years, have been off-limits to ordinary Israeli citizens.

SAN FRANCISCO (JTA) — A newly restructured and slimmed down Union for Reform Judaism will focus on interfaith relations and the rights of Israeli Arabs at its biennial convention Nov. 4-8 in Toronto…

“The union has long held that Israel should live up to its Jewish values and its democratic values for all citizens,” said Rabbi Elliott Kleinman, director of Advancing Reform Judaism, a position created this summer to coordinate Union for Reform Judaism activities worldwide.

With all due respect, this is not an appropriate path for an American Jewish denomination to take.

There’s no doubt that there’s inequality in the treatment of the Arab minority in Israel. The average American, on hearing this, will think: it’s just like our own civil rights struggles. Israeli Arabs are like African-Americans, and the solution is just to force Israel, like Mississippi, to give them their rights.

It is nothing like that. Not at all.

For one thing, some of the perceived differences between Jewish and Arab towns may not be due to discrimination. If a road in an Arab town isn’t paved, is it because the money hasn’t been allocated or because the mayor of the Arab town has different priorities, like projects benefiting members of his own clan?

For another, Canada and Mexico are not populated by hostile cousins of our African-Americans. The US has not recently fought several major and numerous minor wars with them. Mexican and Canadian blacks are not firing rockets into our cites, kidnapping our soldiers or infiltrating our borders to blow us up.

Israeli Arabs are not descended from slaves (unless some of them were slaves of other Muslims), and they had the ability to vote from 1948, before many American blacks did. There was no Reconstruction and counter-Reconstruction, no Jim Crow laws, no segregated buses or lunch counters. There is no tradition of lynching Arabs who look at Jewish women — the lynching that sticks in my mind happened to Jewish reservists. And there is no long history of terrorism by African-Americans.

African-Americans are not demanding that the US change its flag or its national anthem, or that a ‘black caucus’ have a veto power over all acts of Congress. They are not demanding a change in our national identity.

There have been riots by African-Americans in our cities — after the murder of Martin Luther King Jr., after the Rodney King beating, etc. It’s clear where the frustration that led to these riots came from, even if there was a criminal element that may have exploited the chaos.

There have been Arab riots, too. There was a ‘riot’ in 1834 in Tzfat, in which an entire Jewish community was destroyed. Arabs have rioted periodically in response to incitement about the al-Aqsa Mosque. This happened in 1929, when hundreds of Jews were murdered, long before there was an Israel to ‘discriminate’ against them; it happened in 2000 after Yasser Arafat threw Israel’s offer of a sovereign state back in its face; and it happened a couple of weeks ago. The politically correct view is that this happens because Arabs are ‘frustrated’ about being ’second class citizens’, but what they are actually frustrated about is not being in possession of all of Jerusalem (and Israel).

There is plenty of tension between Jews and Arabs in Israel, but it is only to a small extent a question of civil rights. A whole lot of it has to do with a trend for Arab citizens of Israel to more and more identify as ‘Palestinians’, not just alienated from but actively hostile to the Jewish state. Unsurprisingly, the solution does not lie in — why does this seem so familiar? — forcing Israel to accept Arab demands.

It’s incredibly arrogant and insulting when Rabbi Kleinman (above) calls for Israel to “live up to its Jewish values and its democratic values for all citizens,” implying that Israel does not live up to said values.

But what word characterizes liberal American Jews better than ‘arrogant’? The J Street approach, that a bunch of ‘progressive’ American Jews can and should tell the democratically elected government of Israel how it ought to act — during a time that is probably no less perilous than any since 1948 – is an example.

Another is the New Israel Fund, which collects money from well-meaning American Jews and uses it to support groups that are actually working to destroy the Jewish state, also in the name of ‘civil rights’.

Americans — including Jews — don’t understand Israel very well, and insist on applying American paradigms where they don’t fit. How can you discuss the relationship between Jewish and Arab citizens of Israel without considering the context of the Israeli-Arab conflict, or indeed, the 100-year Arab war against Israel?

Lest they make fools of themselves and hurt Israel at the same time, I suggest to the URJ that their people concentrate their efforts on helping poor people and solving social problems here in the USA. That’s enough to keep them busy for years.

There are clear attempts being made to spark a third intifada in Jerusalem. Violence by Israeli Arabs started two weeks ago in the wake of the meeting between Israeli Prime Minister Netanyahu, President Obama and the Palestinian Authority President Mahmoud Abbas, and Obama’s inflammatory call at the UN for a Palestinian state that ends the occupation that began in 1967.

In an ominous echo of the ‘spontaneous’ rioting over Ariel Sharon’s walk on the Temple Mount in 2000 which was used as the pretext for the mass murder of Israelis through years of suicide bombings (Palestinian leaders later admitted the riots had been part of a planned strategy) the current spate of riots followed all-too familiar and demonstrably spurious claims that Israel was threatening the al Aqsa mosque. Last Sunday, after Palestinian Authority calls for Arabs to flood the site of al Aksa to protect it from so-called Jewish extremists (of whom, it goes without saying, there has been no evidence whatever) Israel barred men between the ages of 18 and 45 from ascending the site, whereupon Arabs hurled rocks and bottles at the police.

In the Jerusalem Post, Aaron Klein identifies the instigators of the unrest as Mahmoud Abbas’s Palestinian Authority:

The riots are being directly incited by the PA, whose official media outlets and institutions are stoking Arab flames by claiming right-wing extremist Jews are attempting to threaten Al-Aksa Mosque - a decades-old blood libel that should be easily dismissible in light of heavy Israeli restrictions on Jews and Christians from ascending the Mount during most hours of the day, whereas Muslims are usually free to access the site 24/7.

Indeed, Israeli law prohibits Jews and Christians from praying on the site. If any so-called extremist Jew attempted to enter Al-Aksa, he or she would likely be immediately removed from the Temple Mount by Israeli police, who follow Jewish tour groups very closely and coordinate with the Wakf, the Islamic custodians of the site.

The PA is not just inciting violence; its officials also assist the riots. On Monday Israeli security forces released from custody Jerusalem's senior PA official, Khatem Abed Al-Kadr, who had been detained on suspicion of inciting riots. The PA-aligned Islamic Movement is reportedly even sponsoring buses to transport young, riled-up Israeli Arabs to Jerusalem and the Temple Mount from Umm el-Fahm.

Klein identifies two reasons for Abbas’s incitement:

It seems the PA, emboldened by Obama's speech, may be using the riots as a pressure tactic to send a clear message to Israel - if negotiations do not create a state in the near future, expect another intifada. The PA under Arafat was notorious for negotiating on the one hand while leading a violent campaign against Israel on the other.

Already, some of Obama's policies have hardened Palestinian bargaining positions. Most notably, the PA is now demanding a complete halt to Jewish construction in the West Bank and eastern sections of Jerusalem in line with the US president's same demand. The PA never before set a settlement freeze as a prerequisite for talks.

The second suggested reason is that Abbas is trying to deflect Palestinian anger over his decision to call for a delay in the proposed UN show-trial of Israel over the Goldstone report.

Let us not forget that it is the ‘moderate’ Abbas and the forces he leads who America and the west say are ‘entitled’ to a state of their own, to which Israel is unreasonably providing obstacles. Without any doubt, Obama’s bullying of Israel has strengthened Arab rejectionism, undermined any fragile moves towards moderation and helped incite the Arab mobs to further hysteria. This is particularly irresponsible since Jerusalem’s Arabs, along with the rest of the region (as with Muslims in the rest of the world, including Britain), are steadily being radicalised by jihadi influence.

On Tuesday night, the Israeli Islamic leader Raed Salah was arrested on charges of inciting the rampage on Temple Mount. The flashpoint now threatens to be this Friday’s prayers after Sheikh Yusuf Qaradawi, spiritual leader of the Muslim Brotherhood (and the ‘moderate’ infamously embraced in London by Ken Livingstone), called for Arabs and Muslims to make next Friday a day of anger... to confront the ferocious Zionist attack against the Aqsa Mosque and the occupied city of Jerusalem.

We hold our breath.

Israel has a concept of national service, which essentially means that post-high school men and women volunteer for a year or two. In the Jewish community, it's mostly done by women who don't serve in the army for religious reasons and by men who don't serve in the army for medical reasons.

Most 'Israeli Arabs' don't serve in the army. Over the last few years, efforts have been made to encourage them to vounteer for national service instead. Those efforts have apparently been paying off.

In the recent Israeli elections, Avigdor Lieberman's party, Yisrael Beiteinu, won 15 seats in the Israeli Knesset. The party slogan of "no citizenship without loyalty" resounded with Israelis after they saw Israel's Arab citizens cheering on Hamas during the latest conflict in Gaza. Lieberman capitalized on the treasonous words and actions of "Israeli"-Arab MKs and on the general perception of Israel's Arab population as a fifth column. Speaking about Arab MKs, among them one who fled to Syria trying to escape charges of treason, Hamas and Fatah supporters and sympathizers, and several who have repeatedly met with Israel's enemies, while receiving salaries from the state, he said:"At the end of the Second World War, not only criminals were executed in the Nuremberg trials, but also those who collaborated with them. I hope that will be the fate of the collaborators in this house."
